With reference to your letter of 1st July, 1935,
I have received the reports of the conference held between the Commodore, Hong Kong and the Staff Officer (Intelligence),
Shanghai, and your representatives at Hong Kong and Shanghai
on the methods of co-operation in Anti-Piracy work between
the Chinese Maritime Customs and the British Royal Navy.
I desire to thank you for the trouble you have
taken in this matter, and to say how glad I am that practical
co-operation has now been found possible.
I order to give practical effect to this agreement
I suggest for your consideration the issue of instructions
on the following lines to the vessels and stations of the
Chinese Maritime Customs.
On receiving your concurrence I will issue the
necessary orders to H.M. Ships and authorities under my
command :-
Co-operation between Chinese Maritime Customs
and the British Royal Navy.
The Chinese Maritime Customs (as non-combatants)
and the British Royal Navy will co-operate in the following methods to aid in the suppression of Piracy on the China Coast:
In the event of a Piracy, suspected Piracy or Pirated ships being discovered or the whereabouts of a band of Pirates known, British naval authorities and Chinese Maritime Customs authorities will interchange their informa-
tion as follows:
South of Shanghai.
(1) If the ship is discovered or information is available to a Chinese Maritime Customs authority or vessel, he will communicate the information through the Customs Wireless
